Although an agreement-in-principle has been in place since 2014 for the construction of a new canine splash pad at Kilcona Park in Winnipeg, a local volunteer dog group says the city’s sponsorship program has stalled the project.
According to a report by the Winnipeg Sun, the Kilcona Park Dog Club (KPDC) says excessive compliance regulations under the city’s ‘Sponsor Winnipeg’ program, which allows groups, companies, or families to purchase naming rights or sponsor various civic facilities and programs, have stymied the group’s efforts to upgrade the park.
The slow progress of the project, which includes plans to connect safe drinking water, and later a rinse station and splash pad for dogs, has made it difficult for the group to secure sponsorships, said KPDC president, Donna Henry, in the report.
“The frustrations are complicating our efforts to secure donations, leading enthusiastic sponsors to ponder if it might be easier to invest elsewhere,” she added.
Despite KPDC’s efforts, the city still needs to perform its due diligence. Although a lease agreement with the city has not been finalized, one will be submitted to council shortly for approval, said the city’s chief operating officer, Michael Jack, in the report.
“The public service must ensure an accountable and consistent process for improvements to any city asset, which can take time,” he added.
For construction to commence in 2017, Henry said council will need to approve the project this spring.
